Absolutely... I keep wondering if there's a rule requiring all elected reps to be sworn in BEFORE any other business can take place? There certainly *should* be, otherwise you're denying representation and any votes held before that should be invalid.

And screw Johnson... I say hold the vote NOW, let the actual *working* representatives who have been in DC for the past month cast their votes on the measure, and it's just too bad about any reps who were taking a vacation on the taxpayer's dime.
