they also say in their statement, "one voter being authorised to vote despite them already having been marked as voted earlier in the day" THAT IS EXACTLY WHAT IS SUPPOSED TO HAPPEN, it's a tendered ballot paper and it means the Returning Officer will put it aside and sort it out later.
