Is this "put the middle of the bias binding at the stitch line"? I can't make sense of it without knowing the binding width otherwise. Next step has you trim to ΒΌ"/5mm so presumably half your bias needs to be at least twice that so that the remainder is enclosed when it's all folded to the inside.
