Is this "put the middle of the bias binding at the stitch line"? I can't make sense of it without knowing the binding width otherwise. Next step has you trim to ¼"/5mm so presumably half your bias needs to be at least twice that so that the remainder is enclosed when it's all folded to the inside.

I've not got to the skirt yet. This is a hopefully wearable muslin to check my fit adjustments. No style changes.
