They are spectacularly bad at hiding crimes. Because the minions they've put into the crime-hiding positions are all true believers who's entire knowledge of crisis management comes from playing Call of Duty single player campaign.

Something to remember with the current US administration is that they're not bad at doing crimes. They're bad at HIDING crimes.

So if they do something sudden, obvious and unexpected it is almost certainly an attempt to hide a crime (ongoing or planned), while failing spectacularly at that goal.
