Brett, you may not be able to answer this but worth a shot: for folks who applied but did not make the cut for finalists last time, is it worth retooling the project idea and resubmitting or should these folks reconsider the entire premise and focus on different project ideas?

I think scanning and OCR'ing will give you the best bang for your time-investment/buck. You might need other info from those documents later, and then you will have it all in a searchable format both for the bio info and for anything that might come up later.
