I was thinking that there would be other "Jazz Animals" like Jazz Squirrel, Jazz Cat, and such.

It could be it's only pigeons or other birds who can play Jazz in this world. Like Charles Wingus or John Cootrane.

my self-imposed limitations restricts music in the game to 2 pulse channels (wave channel and noise channel are reserved for sfx), hard l/r pan and no effect sends, because I apparently believe I deserve to suffer

Busking system is coded. Citizens may stop and listen when you play, with a chance they will drop some cash.

Playing the sax lowers your energy level, but food will help replenish it. Shops for buying things and trashcans for rummaging through coming next.
