We don't have a ground truth for compression, but i think it would be the minimum kolmogorov complexity program to generate the data.
That makes me think the minimum program to make data would have to appear to be uniform white noise, assuming the language used was "optimal" in a certain sense.

You can use a one time pad to make your data into uniform white noise, so long as your one time pad is uniform white noise. This is a sort of ground truth for maximal encryption.

Some food for thought:
As you more effectively compress data, it approaches uniform white noise due to any patterns it has being exploited for compression purposes.
As you more securely compress data, it approaches uniform white noise due to any patterns it has being obfuscated.
