A big part of the ugly aftermath of 9/11 was the patriot act and the DHS, which still haunt us to this day. Invoke the word terrorist - right or wrong- and the constitution goes away.

Even stranger, it isn't reflected in the UVs (second picture) and the sampler is set to nearest + clamp-to-edge
