💖Answer: It is a reference to Monica and Dorothea's support chain in Three Hopes, which ends with the following lines:

💖Answer: To be a moderator for the zine, you must be 18 or older. To be a contributor, we ask that you are at least 16. This zine will be SFW-only.
💖Question: Are you still in need of moderators?
💖Answer: Yes! We will be running mod apps from August 16th to September 1st. Keep your eyes out for the apps if you're interested in applying.
We will have the following positions available: art/merch mod, shipping mod, graphics mod
