This is not about whether you should wear a helmet. Helmets protect your head & brain. And yet nobody will want to always wear a helmet. Head injuries in cars are a significant issue. So, if you want cyclists to wear a helmet, you should ask all traffic participants to wear a helmet.

However, you will see road cyclists regularly wearing helmets in NL. That makes sense because they are much more prone to head injuries due to the bicycle geometry and increased speed. Most cyclists in NL are using bicycles with a more upright posture and are going at a lower speed.

The country arguable the safest for cyclists is the Netherlands. It does not have a helmet law. And you do not see many people using helmet for utilitarian cycling, there.

It make bicycle shares more complicated. It creates another barrier. King County, WA repealed their bicycle law because it got disproportionate enforcement against homeless people and people of color.

If you care about bicycle safety, please do not ask for bicycle helmet laws. It makes cyclists less safe. Having more people on bicycles makes cycling safer (by creating awareness, by showing demand for more safe infrastructure, ...). Bicycle helmet laws prevent people from cycling.
