Because at the time it opened, there were no passenger trains that go there? The Wolverine Line goes to Pontiac and a result can't really use that track.

Even in its heyday as a train station, almost all of the upper floors were vacant. It never really worked, economically, as a train station.

Why do that, though? It's functioning well as a cultural hub. At this point, it'd be kind of like turning the lobby of the DIA into the greyhound waiting room. Just my opinion.
