The "Buckhead City" push a few yrs ago here in Atlanta was full of this. It was all about the false promise of breaking away the wealthiest part of Atlanta so that it could police itself. It wasn't legal and it was necessary -- it was also a huge scam conservatives fell for. Tons of NIMBYism
