It's the same here, but this would be a state preemption of what's traditionally a local regulatory issue. That's why it's so exciting! (or scary, if you're a fan of the status quo)

The bill would apply to the whole state, yes. The impact would be much greater in the suburbs where lot sizes are larger. Any parcel zoned for SFHs over 7500 sqft would have to allow up to 8 units.

Lastly, this figure only reflects the increase over what's currently allowed by right, NOT what's currently built. There are a huge number of nonconforming multifamily buildings on parcels zoned for single-family housing. This is especially true the further inward you go from the city's borders.

To calculate the increase in by-right housing, I only considered the "minimum lot area per unit" standards. Setback minimums, FAR, height limits, and other rules constrain the current zoning capacity by a lot more, so my estimate of the increase may be conservative.

For my analysis, I excluded parcels over a million sqft or under 1000 sqft, since special conditions would likely apply to those cases. I also excluded tax exempt parcels of 10k+ sqft, since they're mostly schools, churches, open space, cemeteries, etc.

In the gov's State of the State speech, he championed a "missing middle" zoning reform bill that would legalize at least two units on any 2500+ sqft parcel allowing single-family homes.

By my calculation, that'd increase the by-right zoning capacity in Chicago by at least 775,000 units. Some notes:
