See this link where rules work as expected shorturl.at/3z8Y1. So, it is not a different regex; it is a bug in parsing the user input in this particular playground.

Thanks for detailed response. I've managed to reproduce it here shorturl.at/NTuaI. But it can be reproduced only if as input using `__name__="prefix_custom_metric",service="service1"` instead of `{__name__="prefix_custom_metric",service="service1"}`.
