But politicians often prefer to delve into a nefarious exercise that gives them an advantage by excluding or including voters. Gerrymandering is neither an honest nor fair way to establish a congressional district.

The key issue from what is described above is that no person is identified as being a Democrat or Republican nor belonging to any other political party.

It’s relatively easy. Given the data and the parameters, an Artificial Intelligence program can probably work it out before you finish a cup of coffee.

The guiding principle is that each shape must only have three to seven boundaries. That’s five basic shapes with boundaries such as state/county borders, water (ocean/sea/bay/gulf, rivers, lakes, canals), railroads, highways/streets, or straight line boundaries between two points.

Fair Play is Never Used for Redistricting!

It’s not complicated. Count the number of people (all of them) that live within a state. Divide that number by that state’s total U.S. Representatives. Then draw shapes (districts) that contain that number of people.

We’ve all heard it. Democrats gerrymander too.

I would have liked to hear his comments on how climate change being a security threat impacts the DoD’s readiness.

Representation of the House was set up as you say. The EC approach came later. Yes, slavery was a pox on our society, as is racism today. Still the EC approach to capture the sentiments of voters across 50 states while distributing voting power is amazing. We can do better!
