Maybe there is a product that you put where you want him to go. I know there is for cats. I think being in the shelter that long and having to go in the kennel might be why.

1st baby step ban puppy/kitten sales at Pet Stores. Actively eliminate puppy/kitten mills. Up penalties for abuse and abandonment. More $ spay/neuter and TNVR. Google Netherlands and other European
Countries.
