Hepatitis B is so infectious that babies need to be vaccinated within one day of birth.
Also, if you delay the birth dose, moms might not be able to get back to the clinic for it. The more you ask of parents, the harder you make it, the fewer kids get vaccinatd.
And beyond this β it is unethical on so many levels to run randomized placebo-controlled trials in infants. No child in a vaccine trial should be left unprotected and exposed to incurable disease when there is an effective therapeutic vaccine.
