My guess: we will end up padding budgets with more institution-required line items like โ€œfacility use feesโ€ to cover the shortfall. The bigger problem might be the cut to overall NSF funding

It did actually. The problem requires you to think about velocity in two distinct reference frames at the same time. It's easy to make the mistake of considering only one or the other.
