We all know disasters are not natural. They are shaped by the systems we build.
The same is true for AI in DRR.
If marginalised communities are missing from the data, they are missing from the decision. The harm that follows is designed in, not inevitable.

Taking the naturalness out of natural disasters - Nature
Phil O'Keefe, Ken Westgate and Ben Wisner argue the case that disasters are more a consequence of socio-economic than natural factors.
We think we're so smart these days but some of the best ideas are old. This paper has been a cornerstone for my work, almost 50 years old. If we had listened we would have done everything possible to make development more equitable and reduce vulnerability to hazards.
