All the other characters from the game just actually look like that and have no legs. This is official canon.

Various characters from the game Lookouts edited to have silly legs drawn on. Robin has real timbs photoshopped on, Joseph has fishnets and high heels like Patrick Star, Bart has two small Barts for feet, Sheriff has curly striped stocking feet like the Wizard of Oz, and Curly has socks with sandals.
Over the years, many people have asked "do the characters have legs? why don't the sprites have legs? where are the legs?"
The truth is that we hid the legs from you, for they were too shocking to include. But we can no longer bear the burden. Look on, ye mighty, and despair!
