Yes I think that was part of it! Down by the River was impromptu, I believe. You can tell Neil is stoned AF because they do the two verses and choruses, two huge jams, and then he starts singing "Be on my side, or be on your side..." a few times but doesn't sing the rest of the verse

And then a second jam that is another 7 or 8 minutes of trading licks, a chilled out jam that feels very fall 98, and then a cacophonous effects pedal jam with Neil and Trey head banging center stage. The whole segment with Neil is probably 25 minutes and one song. They broadcast this LIVE on CMT.

They jam free form around the last chord of Jim for like 3-4 minutes, and then really tighten up into the groove of Down by the River. Neil is super into it through the first verse and chorus, then they jam. Neil goes berzerker, loses his hat, Trey with full shit eating Treyface also in beast mode.

Apparently EVERYONE got very stoned on Willie’s bus before this, and the story Trey told is that Neil Young just walked onstage and grabbed his spare guitar because he was so into the Runaway Jim jam and he wanted to jam along. But he joins just as they’re singing the final chorus.
