in real terms, #7 would give states leverage to put an end to surges, #8 would give states the ability to outright stop construction of new detention facilities, #1 and #6 would slow the rate at which DHS could train and deploy officers, #2 and #10 would likely shrink the pool of recruits

This is a perfect example of how Democratic leadership making really modest demands puts the Republicans in a painful position.

Either they accept these changes or they have to explain why the most basic standards are unacceptable. The lower the demands, the more costly it is to deny them.

This is another effort that has taken a HUGE amount of local activism, led by community folks who care.

The painful reality is that checks and balances, federalism, etc, actually did very little to prevent tyranny but a mix of Republican Virtue and the ability to subsume partisan concerns into regional ones did. When those were gone, nothing was left.

The problem continues that PR refuses to make a choice. Fundamentally, the condition as it stands cannot continue. At this point, a binding referendum has to be held, with a choice between independence or statehood.
