The Who's Who of German foreign policy. Because who needs women in 2025?

It's great to be in Bonn for the UNFCCC #intersessionals #SB62! I am here to follow the timely debates on UNFCCC reform in the context of our Horizon project @ensured.bsky.social on global governance transformation. Curious to see which compromises will be reached by end of the week! πΊπ³πΏ

26.05.2025 13:03 β π 1 π 0 π¬ 0 π 0Similarly, having high-level staff (i.e. EU Ambassadors) 'on the ground' helps to make the EU's voice heard. Reducing these posts will be a negative sign towards EU partners in the affected regions. In times of geopolitics and contestation, this might not be sign the EU wants to send. (3/4)
26.05.2025 13:03 β π 0 π 0 π¬ 1 π 0We live in times of many foreign policy priorities and difficult budgets. So reading about this proposal is no surprise, but we need to discuss the consequences. Effective diplomacy needs an understanding of the local context. This will be more and more difficult with fewer local agents. (2/4)
26.05.2025 13:03 β π 0 π 0 π¬ 1 π 0As a scholar having worked extensively on the diverse roles of #EUDelegations, I believe that losing the local expertise of 100 local agents and reducing core staff (including Ambassadors) in 10 Delegations would be bad news for #EUdiplomacy. 07.05.2025 12:48 β π 0 π 0 π¬ 0 π 0What can be done to tackle these challenges? We identify small procedural reform opportunities. Yet, the overall reform potential is limited: The biggest stumbling blocks for major reforms of the UNFCCC process remain consensus decision-making and a lack of trust among parties. (4/5)
07.05.2025 12:48 β π 0 π 0 π¬ 1 π 0We find that the #effectiveness of UNFCCC negotiations is hampered by, among others, overloaded agendas, the consensus rule, and a lack of trust among parties. The #democratic quality of negotiations is hampered by asymmetries in party power and unequal participation in negotiations. (3/5)
07.05.2025 12:48 β π 0 π 0 π¬ 1 π 0Based on literature review, document analysis, and interviews, we investigated the effectiveness and
democratic character of #COPs, focusing on four challenges: (1) inequalities
in party participation, (2) involvement of non-party stakeholders, (3) voting, and (4) agenda streamlining. (2/5)
Very happy to see the first results of the @ensured.bsky.social project being published! ππ±πIn this report, we explore how effective and democratic #UNFCCC decision-making is. What did we do and what did we find? (1/5)
