Congress can modify federal jurisdiction and "pack" the court (increase the number of Justices) with a majority in Congress.

You suggestion requires a Constitutional amendment and thus a more robust supermajority: 2/3 in Congress and then 3/4 of States to ratify.

Judges and prosecutors have official acts immunity. The Speech and Debate clause likewise protects Congress members. Against that background, extending immunity to the President was not a stretch
