Interesting question. The reason for the severability clause is to keep as much of the bill intact as possible given what I expect will be court challenges. I expect we could pass something like this, the question would be if it will stand up to a court challenge.

Got to spend time today with the workers at two of our local Safeway stores in Fort Collins as they spent their first day on the picket line. Low pay and inadequate hours - it says something when 100% of the workers at both stores voted to approve the strike. Safeway can do better for their workers.
