Thats the thing, by measuring how long it took for a vehicle to travel between two consecutive speed cameras, its possible to figure out what speed they were travelling at on average, even if they came to a dead stop at each camera.

Welp, the recent mangadex DMCA strike took out 4 of the series i was translating. You may or may not see releases of those floating around (if the series never gets licensed in english, that is), but don't count on it. The series that survived will still be updated at some point.
