There's a Medieval French painting the MELUN DIPTYCH that shows a neolithic hand axe. St. Stephen holds it on a book. It's quite detailed, so the painter probably saw one someone found.

IMO it's that they assumed that the house proposing the budget would give it power of the purse, but it turned out that needing the Senate to ratify and giving the Senate more powers made it vastly more powerful
