Strongly agreed - TNG feels far more like an ensemble than TOS. The TOS movies spread things around more, but the show itself is really mostly about those 3.

McCoy insulting Spock works because Spock gives as good as he takes. Data is just too passive.

This is what makes all post TOS writing of Spock frustrating IMO - they write him like Data but he's very different from Data.

This would require Riker hurling insults at Data and for a bunch of reasons I think that would land very poorly.
