It's hard for me to psychologically accept that this is pretty much how it's always been.

The context:
"Them" = another country he now can't put tariffs on.
"The Country" = that country that he is allowed to destroy with embargos and such but not allowed to put tariffs on.
Still not great but slightly better than what I thought he was saying from simply reading the quote.
