Fentanyl numbers were getting better under a fully funded SAMHSA, as were suicide numbers. Now hotline numbers are shutting down and some agencies are severely hobbled. In some cases, the programs can't be canceled so the Trump admin. just lays off the person in charge of fund dispersal.
