That's correct. Non-belief in a god is the sum of atheism. Atheists can believe in all sorts of other things (ghosts, ancestor worship - note that Shintoism is mostly atheistic), &c. Atheistic Buddhism believes in lots of things that aren't gods.

The only thing tying them is lack of belief in gods.
