To change the card sets in balatro: first change "Balatro.exe" into "Balatro.rar""balatro.zip". (must have an archive extraction tool: eg. 7zip, peazip, etc) Then navigate into the rar/zip to resources>textures>2x. Replace "8BitDeck.png" and "8BitDeck_opt2.png" with the respective card sets.
