If all of your digital games have the game card icon next to their title on the menu, it's enabled. I think it got enabled by default when the new system rolled out.

If you want the old system back, it's described on this page under these options

You can, but the device that isn't marked as "primary" needs to be connected to the internet to play your digital games if you don't have the Virtual Game Cards feature enabled. If virtual game cards are enabled, I think you need to "eject" them from your main console to play them on any others
