Other people have suggested, but yeah plastidip. You can paint on TOP of the plastidip with a fabric paint to match the color/tones of the hoof, the plastidip acts as a flexible sealant.
Just be sure to wear a respirator and gloves and spray in a ventilated area. Plastidip is super toxic

A similar technique was used on the Beatrix potter ballet animals. The faces were (as far as I can tell) made with varaform thermoplastic then strands of fur/hair were dispersed to conceal the faces within, while giving maximum visibility

Every maker preference is different, so it is wise to follow their specific directions.
On occasions when customers give me a zipper exposed DTD, I always reinforce the zipper with some strips of tape widthwise across the zip as I stuff to keep it from popping open.
