Oh, I think I might have misunderstood. I don't think the offering agent in the scenario in my head is just someone to be used as leverage; it's an offer the author is also excited about. And if they happen to get lucky and have a very fast time in the query trenches, then they have to rush everyone

Thanks for sharing this perspective! On the querying author's side, I'd say a fair number of folks save a lot of their top choices for late in the game because they want to make sure their query package is working. If they get an offer, then they rush to query anyone still high on their list
