The housing problem cannot be solved by zoning/ULURP alone. Not even close. It needs a holistic approach; it needs funding from government (that doesn't take years to finalize); it needs more infrastructure in remote areas (inc. transit); it needs to be easier to remove bad tenants.
It needs a lot.
