There hasn't even been enough time for there to have been an outrage cycle of pushback.

The people in charge simply have no idea what they're doing.

One of the principles at work here is the velocity of money. People without much money tend to spend new money they are given quickly, in smaller amounts rather than large luxury items. This means the next people in the economy that touch it likely spend the money quickly as well.
