I've seen economists complain about these requirements for years. Given their durable nature, requiring convertable spaces always made sense to me, but I've never seen someone dig into the feasibility of it.

I think Census is best, but for something more timely I recommend Apartment List, which says they index to Census. As far as I can tell, other sources seem to overestimate due to who they monitor and who is out of sample.
