I have questions. Are you saying the US Constitution only applies & Congessionl approval required if the War being declared is against itself? If international law nullifies Constitutional law, does that not make said Constitutional law virtually unenforceable outside of domestic conflict?

I'm not sure. The story is read was they were trying to rescue family members. I'm suspicious of any stories coming out due to current US aggressive posturing towards Cuba. Trumpie wants a regime change just like he did in Venezuela. Given the timing, it just seems like too much of a coinkidink.
