🔹 Tapping into the Competitiveness Fund & IPCEIs potential to build manufacturing capacity for EU innovative technologies

We recommend:
🔹 Aligning priorities and timelines of calls between FP10 and instruments like the #ETS & Cohesion Funds
🔹 Focusing from the start on exploitable results, products or services in key sectors

To stay ahead in strategic technologies, Europe must connect #FP10 research more effectively with scale-up instruments.

The upcoming #MFF budget debate is a unique chance to create a seamless project pipeline — from early-stage R&I through TRLs to market deployment.

FP10 must:
🔹 Maintain research priorities aligned with EU’s biggest challenges
🔹 Avoid diverting funds to areas loosely connected to innovation
🔹 Dedicate at least 50% to Pillar II Clusters and Partnerships to support international collaborative research

✅ It’s time to change that with a well-funded #FP10 programme, backed by a ring-fenced budget of at least €200 billion for 2028–2034, as recommended by the Draghi, Letta, and Heitor reports.

🚫 Europe’s innovation potential is being held back. #HorizonEurope is heavily oversubscribed — many excellent proposals go unfunded. This is a missed opportunity.

FP10 must be:

1. ‘self-standing’ with a ring-fenced budget;
2. sufficiently funded for the challenges the EU faces, with stable priorities & a collaborative research component;
3. standalone yet closely linked to scale-up instruments such as the Competitiveness Fund, Innovation Fund and others

With these needs in mind, the best way to support science and competitiveness in Europe is via a strong successor of Horizon Europe (FP10): eurec.be/joint-letter...

The needs for #innovation are clear:

1. A clear target for iRETs in the 2040 climate goal
2. Inclusion of iRETs in the upcoming EU Electrification Action Plan & the 2028–2034 R&I programme.
3. Technology-specific financial support at both EU & national level to bring demo projects to life

At our #MEP breakfast meeting on 13 May, we also focused on the need to strengthen the EU’s global leadership in clean energy #innovation

Why ring-fencing matters:
🔹 Signals serious EU commitment to R&I
🔹 Strengthens progress toward the 3% of GDP R&I spending target
🔹 Inspires confidence from private investors and national governments
🔹 Keeps FP10 complementary, not dependent on, the #CompetitivenessFund

In the letter sent to the European Commission yesterday, we urge the European Commission to maintain a defined ring-fenced budget for the #FP10 programme.

🔹 Collaborative research in Pillar II is Horizon’s ‘European component’ and should remain within FP10
🔹 Closely linked to scale-up tools like the Competitiveness Fund & #InnovationFund

To make it work, #FP10 must be:
🔹 Self-standing with a ring-fenced budget
🔹 Sufficiently funded to meet Europe’s major challenges

This letter stresses the need for a strong successor to #HorizonEurope — FP10 in order to support Europe’s innovation and competitiveness.
