In der Praxis würden viele Verbraucher bei einer so extremen Belastung ihr Verhalten anpassen, d.h. Heizung runterdrehen und im Zweifel frieren, weil schlicht ihre Budgetgrenze erreicht ist. Grds. ist das aber wohl eher als Rechenexempel zu verstehen (was-wäre-wenn), nicht als Preisprojektion.

Scheint mir sehr stark auf die angenommene Preiselastizität der Nachfrage nach Heizenergie zu setzen (S. 8). Kann aus der Ferne nicht einschätzen, ob eine konstante Elastitizität bei solch großen Preisrelationen noch angemessen ist, läuft ja auf eine Verdopplung Heizkosten raus.

This has to be one of the biggest fears. The optimistic case has always been clean tech will eventually (perhaps too late, but eventually) leave fossil fuels stranded. But what if fossil fuels can rely on illiberal governments that even as they start to become stranded guarantee them a market?

SCALING UP CARBON DIOXIDE REMOVALS #CDR: full integration of CDR into the ETS is unlikely before 2040. The main challenge now: develop technologies and business models to bring down costs. Subsidies can help - but for a business case, investors need to anticipate a commercial value of CDR.

Instead it should focus on key pillars:
the EU ETS;
a climate-neutral industrial policy;
and electricity markets that reduce costs for consumers and support the energy transition.

Emitters need a credible expectation of future carbon prices to justify low-carbon investment. As climate policy is more contested and public budgets scarce, the EU should not spread its limited political capital and administrative capacity across too many policy instruments.

INCREASED POLITICAL UNCERTAINTY: The EU enters a period of pushback, where climate policy may become less attractive. To limit #policyuncertainty, the EU must stay the course and remain firm on past commitments to climate goals and instruments.
