Yeah, underground but using a cut and cover method rather than a tunnel boring machine. Which should be cheaper but no one does it because it causes more traffic disruption.

I've never seen a proposal to cut and cover the trolley through downtown but it seems like it should be a good idea. Maybe I underestimate the cost involved.

My standards aren't very high, but I just spent $100 on a Caad8 off craigslist (and then $280 at the shop) and I'm very happy with it. Maybe if I biked more I would want something nicer but I think for most people a cheap bike is fine.

Guest Opinion: Modal filters are cheaper and work better than speed bumps It’s time for PBOT to stop spending more for less.

Making effective bikeways is actually really cheap. Doing it the expensive way is for car convenience only. I'm grateful for the Meade Avenue roundabouts, but it would have been much cheaper (maybe 90% cheaper) and much more effective to do modal filters.

Charging for trash pickup is a good way to run a government service and reduce household waste. Not charging for trash pickup is a very ineffective way to fight income inequality.

Me! Trash service was free for single family homes and generally not for apartments, meaning poorer people paid more. Also I'm generally in favor of requiring that people who generate more trash pay more for it. We all pay for trash, it was just in our taxes before.
