That doesn’t mean that nonproliferation isn’t still the only moral position and the only truly rational position due to the existential safety of the species, but you have to assume that nuclear weapons look more appealing than they used to.

For me I’d say specifically that we now live in a world where the argument for nonproliferation of nuclear weapons is much harder to make for a so-called threshold state if we assume policy makers that would like not to be attacked.
