Official analysis of the Government’s welfare changes for 18- and 19-year-olds says the “costs will likely significantly outweigh benefits”, with no overall gains in youth employment or in reducing long-term benefit dependency. The income test for a beneficiary’s parents is also expected to hit hardest for young Māori and Pasifika, the disabled, and those in the rainbow community, and could potentially force abuse survivors to seek help from their abusers, according to a regulatory impact analysis (RIA) by the Ministry of Social Development (MSD). “This policy may result in young people being expected to be financially dependent on their parents in situations where they have previously been subjected to physical, psychological, emotional or sexual violence,” the RIA said.

Of course Louise Upston (and her embattled leader) will ignore this advice because their real aim is to create an underclass willing to accept appalling pay and working conditions while making their stats look better
