I do think with Norgaard the answer is much more basic and straightforward than Arteta's reluctance to rotate. I just don't think he's close to being at the level

He played 20 minutes against ten man Chelsea at home and completed 2 passes. He was a panic buy because we stupidly tried to keep the rapist. Just someone who is nowhere near at the level.
