It may be currently legal but it is morally abhorrent. I have a number of friends who have lost their homes in this manner because of greedy landlords.

It's a *very* common tactic for landlords to evict tenants because "they want to sell", then, very quickly after the tenants move out, decide they don't want to sell any more and put it back up for rent with a hugely inflated price to get around rules on rent increases.
