Cancer prevention must be made more inclusive esp for low income & disadvantaged where smoking related cancers hugely over represented. Best way do that is make easier for smokers to switch to tobacco harm reduction eg vaping @gerrystimson.bsky.social @chancethegardener.bsky.social

Nope. Illicit sellers won't bother getting licenses. They'll adapt to whatever regulatory changes the govt makes - most likely by staffing stores with expendable mules and limited stock, and simply re-open for business once inspectors have moved on.
