It seems like an auction system might help. Have everyone who wants a permit bid the highest amount they'd be willing to pay. If there are X spots available, issue permits to the highest X*0.85 bids, and they all get charged the lowest winning price.

I'm teaching about early 20th century eugenics today and was reminded that 9 years ago Republican Representative Steve King was stripped of his committee assignments by his GOP colleagues for this post that simply states what is now bog standard GOP policy/rhetoric on immigration and "civilization."

When you look at literally any planned freeway that *did not* get built, it becomes clear what a disaster it would have been, and we can see what we would now be missing.
