π£οΈ City Auditor @jennytheauditor.bsky.social tor.bsky.social: βAddressing homelessness is complex. These recommendations support the HRT in building on its work by improving coordination, data sharing, and public transparency.β 9/10

β
To strengthen the Cityβs response, the audit recommends:
β’ Documenting coordination and data procedures
β’ Using a shared mapping tool
β’ Expanding public reporting of outcomes
β’ Assessing staffing needs 8/10

ποΈ From Feb 2022 to Jan 2024, Berkeley saw a 45% reduction in unsheltered homelessnessβa major milestone driven by City efforts, including voter-supported tax measures. 7/10
16.07.2025 16:59 β π 0 π 0 π¬ 1 π 0
π While the HRT tracked some outcomes like trash removal, key measuresβsuch as shelter enrollments and coordinated entry assessmentsβwere not consistently reported. Public reports were also hard to find. 6/10
16.07.2025 16:59 β π 0 π 0 π¬ 1 π 0
π The team also didnβt have written procedures for collecting data on encampments, which limited the information they had to guide their work. 5/10
16.07.2025 16:59 β π 0 π 0 π¬ 1 π 0
π« The HRT paused some coordination with service providers during legal action and had limited access to Alameda Countyβs shared data systems used by other service providers. 4/10
16.07.2025 16:59 β π 0 π 0 π¬ 1 π 0
π The HRT operated within a complex regional system with limited city and county resources, including staffing, equipment, and legal constraints. These limitations made it harder to respond to encampments and connect residents to services. 3/10
16.07.2025 16:59 β π 0 π 0 π¬ 1 π 0
ποΈ There were 844 unhoused residents in Berkeley during the audit period but only 320 shelter beds based on 2024 Alameda County and shelter data. The City managed access to just 56 beds; Alameda County managed the rest. 2/10

π’ New Audit released today:
βHomeless Response Team: Opportunities Exist to Strengthen Procedures and Better Track Outcomesβ finds that resource limitations, coordination challenges, and limited outcome reporting impacted encampment response efforts. πhttps://bit.ly/HRTAudit 1/10
