Usually, you want to play for a win if you're playing this opening. So even if I didn't equalize but still have an interesting play, it's good.

So people may go for it trying to punish White's first move. Black gets an active play and hopes to attack instead of playing the Dutch down a tempo.

Oh, interesting. I guess in the Scotch, if we take dxc6, it usually allows Qxd8 Kxd8 (so we end up in an unpleasant endgame with the king in the middle). In the lines, with no Qxd8, Black can take dxc6 as well if they want to.
In the position below, both captures are good.
