It is a small step down from r-tard. It is an insult derived from a disability. Yes, things can spasm outside of disability but disability is why it came into use as an insult. I wouldn't tear into someone over it, but I'd let them know it is something best to avoid.

Depends what you mean by "police." Modern police, a regular, professional force with uniforms and weapons who actively patrol, have only existed since the 1820s. Policing is a colonial technology turned inward to deal with the "disorder" of concentrated urban poverty created by industrialization.

I think in a strict sense environmental music is "ambient" and music that develops over long time scales is "minimalism," but in general usage the distinction disappears. For example, lots of listeners describe drone music like mine as ambient but I think a musicologists would call it minimalism.
